This Glossary provides you with the most frequently used terms in government and military base contracting. Familiarity with the language of government contracting is essential for doing business with the Department of Defense (DoD) and working with contracting offices at military bases and DoD agencies.  You may also find it helpful to use our master list of Acronyms frequently used in DoD contracting.

HEADQUARTERS (HQ)  The offices of a military commander or defense agency's director. From this office, orders, policies, and direction are issued to subordinate units and personnel within that organization.  The headquarters is the center of operations and administration for that organization. 

HEADQUARTERS & HEADQUARTERS (HHC)  Headquarters and Headquarters is a military unit, normally found at the battalion level or higher. An HHC is made up of the headquarters staff and headquarters support personnel of a battalion, brigade, division, or higher level unit.  

HISTORICALLY UNDERUTILIZED BUSINESS ZONES (HUBzone)  Small businesses that operate out of distressed areas and are provided Federal contracting opportunities to empower communities, create jobs and attract private investment.
