Vance AFB is home to the 71st Flying Training Wing (71 FTW). The 71 FTW has more than 2,700 assigned personnel who support and conduct joint specialized undergraduate pilot training. Each year over 400 U.S. Air Force and allied international student pilots are trained by the 71 FTW. The 71 FTW flies more than 49,000 training sorties annually. The 71 FTW flies the T-1A Jayhawk, T-6A Texan II, and T-38C Talon training aircraft.

In order to support flight training activities and base support activities, Vance AFB uses a $470 million base operations support contract. Through this contract, the 71st FTW obtains support for the full spectrum of base mission support tasks to include: civil engineering, firefighting, law enforcement, personnel, communications and information technologies, logistics (transportation, supply, fuels), housing, and miscellaneous base services.
